Grady Health System broke ground Wednesday on a new, freestanding Emergency Department in south Fulton County.

Plans for the new Union City facility have been in the works for more than a year.

Georgia Gov. Brian Kemp, health advocates and elected officials from across Fulton County gathered inside a party tent for a ceremony to celebrate the beginning of construction.

“This is not just a win for Union City, folks. This is a victory for the entire south side of the metro Atlanta area,” said Union City Mayor Vince Williams. “For far too long, our families have lived in a healthcare desert, traveling too far, waiting too long and suffering too much.”

When it opens to patients, the 20,000-square-foot facility will be Atlanta’s only 24/7 emergency department in Atlanta south of I-20.

“But today’s ceremony and this new emergency facility are also just a start because the big vision that we all have for this campus is ultimately to provide a full slate of medical services here in Union City,” said Kemp. “In an area of our state’s largest county that has been in need of ER like this for quite some time, Georgians will now have the access from one of these great freestanding emergency departments.”

Under an agreement announced last spring, the cost of the $38 million ER will be split between Fulton County and Grady, and include state and federal dollars.

The new facility will help relieve south metro residents from having to drive roughly at least 45 minutes to Atlanta in an emergency, or to hospitals south of Fulton County.

“Eliminating that travel time, which then reduce the risk that there’s a bad outcome, but it’ll also help decongest the main emergency department on the Grady campus,” Grady President and CEO John Haupert said.

Grady in Atlanta has seen a jump in patient volume since Wellstar Health System closed two full-service hospitals over the last few years — Atlanta Medical Center in the Old Fourth Ward, a Level 1 trauma center, followed by Atlanta Medical Center-South in East Point — citing unsustainable financial shortfalls.

Grady remains Atlanta’s only Level 1 trauma center.

“And the reason why we, in our planning with Fulton County, we came further south is because this is where the desert is,” said Haupert. “Minutes count in an emergency. That’s why we came this far.”

Following the AMC closures, Fulton County partnered with researchers from Morehouse School of Medicine and consulting firm Ernst and Young to study the healthcare disparities in the county.

“And what we found was that thousands of residents in south Fulton County did not have ready access to a hospital or physicians,” said Robb Pitts, chair of the Fulton County Board of Commissioners. “And the result of that was striking and amazing, to the extent that what we found was that the life expectancy of one living in South Fulton County compared to one living in North Fulton County was seven years.”

The new Union City Emergency Department will treat adults and children. It will also offer radiology, lab services and a pharmacy.

The facility is slated to open in late 2026.

UNION CITY, Ga. (Atlanta News First) - On Wednesday, crews will start building a new free-standing emergency department in Union City, about 20 miles southwest of Atlanta.

“What’s going here will be our first opportunity of access to quality healthcare,” said Union City Mayor Vince Williams.

In a 2023 study conducted by Morehouse School of Medicine, the average life expectancy in north Fulton County was 82 years, which five years greater than the average life expectancy in south Fulton County, which was 77 years.

After Wellstar suddenly closed the Atlanta Medical Center hospital in October 2022, there was no longer a hospital south of I-20 in the metro Atlanta region.

In April 2024, Fulton County Commissioner Marvin Arrington Jr. held a town hall to address healthcare inequities in south Fulton County.

“We hear people talk about ‘food deserts’ all the time,” said Arrington Jr., who represents District 5. “But what we have in Fulton County, in addition to food deserts, are healthcare deserts.”

The new free-standing emergency department is meant to serve not only Union City, but those living in neighboring cities of Fairburn, South Fulton and East Point.

“Where we’ve had barriers to quality healthcare, so this will be a beacon of hope and light,” Williams said.

The emergency department will be open 24 hours a day, seven days a week and have 16 bays. The facility will offer imaging and lab services. Doctors and nurses will serve both adults and children.

Williams said the urgency of adding more critical care facilities in south Fulton County is only intensifying after Union City was recognized as the fourth-fastest growing suburb in the country in 2024.

“It’s good. We need it. Yeah, we need it,” said Jerry, who lives in Union City.

Jerry is among those used to taking long drives to get to both urgent and routine medical care.

“Most of my doctors, and I’ve got quite a few, they’re at Emory,” said Jerry.

In the 2023 Morehouse study, there were zero pulmonologists, cardiologists and infectious disease specialists in south Fulton County.

For most people living in Union City, the closest hospital is Piedmont-Fayette in Fayetteville, which is about a 25-30 minute drive. Grady Memorial Hospital is a little further, barring traffic.

Grady officials said the free-standing emergency department is set to open to the public in fall 2026.

Gov. Brian Kemp, along with Grady leadership, and county and city leaders are expected to break ground on the facility at a ceremony at the site on Wednesday morning.

For those facing a life-threatening injury or condition, minutes can be a matter of life or death.

The closest emergency department is a 20- to 30-minute drive, even longer with traffic going to Henry County, East Point or Downtown Atlanta.

Now, Grady Health System is working to meet that need. At Highway 92 and South Fulton Parkway in Union City, near Fairburn and the City of South Fulton, there will be a new Grady Health System Emergency Department, essentially an ER without the hospital.

“Today’s ceremony is another meaningful step in our effort to connect Georgians with healthcare options, no matter their zip code,” Georgia Gov. Brian Kemp said at the groundbreaking ceremony.

The new 20,000-square foot facility will have 16 exam rooms, advanced imaging and will be staffed around the clock to serve patients of all ages.

The emergency department helps fill the gap left by the closure of the Wellstar Atlanta Medical Center almost three years ago, creating a literal lifeline for communities south of Interstate 20.

“That there was a healthcare desert in south Fulton County, and I referred to it as redlining,” Fulton County Chairman Robb Pitts said.

Union City Mayor Vince Williams was also at the ceremony to support the effort.

“This is just the beginning of ensuring that every family, every child and every senior has access to the best healthcare, right here in their community,” Williams said.

The standalone ER will take over a year to build and is expected to open in fall 2026.

Grady bought the full 40 acres at the site with the goal of expanding to include professional medical offices then looking at building a new hospital on the campus in the future.
